does the owner of the family plan have to log into who they are giving permission n to join

if im trying to add to a new note pad do i sign in with my info or the owner of the plans ?

Yes, but the latter is not. On the device you want to use Office on, you need to follow the sharing instructions to click the link provided by the sharer to log in to your own account to Office. The owner's account only needs to log in to the Microsoft account website in the browser to set up sharing.
