How to enable Sensitivity option in outlook for one user. Looks to be disabled for all o365 outlook users.

I understand that you have a query regarding Sensitivity labels.
I kindly want to collect more details on the query to help us isolate the concern.
Kindly share with us the information below:
1. Which subscription/licenses do the affected users have? If you want to use sensitivity labels please make sure you have the right and valid subscription with this feature. To see the options for licensing your users to benefit from sensitivity labels see the Microsoft Purview Information Protection: Sensitivity labeling section.
2. I just want to confirm if you already Created and configured sensitivity labels and their policies from the Microsoft Purview compliance portal.
Kindly refer to this documentation to Create and configure sensitivity labels and their policies
If you haven't you need to create and configure the sensitivity labels that you want to make available for apps and other services. For example, the labels you want users to see and apply from Office apps.
Then, create one or more label policies that contain the labels and policy settings that you configure. It's the label policy that publishes the labels and settings for your chosen users and locations.
3. If you have already created the labels and policies can the user see the policies in Outlook web client (OWA)?

2. I can not see any any Information protection in Microsoft purview compliance portal. My assigned role - exchange admin.
Kindly make sure you have global admin permission
Create and configure sensitivity labels and their policies
3. How to enable for just one user not for organization.
To specify for one user you need to choose one user when you are creating the Sensitivity policy as below:
The screenshot below is applied to 2 users in the organization(Example). So you can specify 1 user under Users and groups>>Included>>Choose user or group.
