how do I type standard text over images

Hey everyone I'm taking notes for my online school, and I copied and pasted an image from my class(a study guide) and I'm trying to type over it(they only provide images of the study guide for some reason), how can I type over an image in Word 2013?
Right-click on the image and select wrapping or formatting. You want the image to be behind text rather than in-line with text or wrapped.

If Charles solution isn't what you are looking for here are some more things to try:

If you want to make notes highlighting specific points on the image you will have to use some sort of image editing program.
  • Paint is the simplest image editor that ships with Windows
  • or save the image as PDF and use a PDF reader that allows you to highlight and annotate
  • paste the image into OneNote and use the "Type" command in the Draw tab and highlighter pen

Ask the teacher to use a more friendly format like PDF or PPT or even Word.

Insert > Text Box > Draw a text box at the place you want the text, Set the line and fill to none and write in the box.

If your educational budget will stand it, SnagIt is the ideal tool for annotating graphics. There is a trial version.
