I am tired of hitting CTRL+A and CTRL+1 every time I open a new workbook... there has to be a better way to do this, yet I can't find it. Any help would be appreciated. Thank you.

As per your description, to change the number format for all new Excel workbooks, you need to modify the default template used by Excel. By customizing the default workbook template, any new workbook you create will automatically inherit the desired number format.
Here are the steps to customize the default number format:
1.Open a new blank workbook in Excel.
2.Format a cell with the desired number format as per your preference.
4.In the "Save As" dialog box, navigate to the Excel templates folder. Look for XLStart folders.
5.In the "Save As" dialog box, change the "Save as type" to "Excel Template (.xltx).

Thank you Waqas. I was unable to find the XLStart folder, even by doing a word search for it. Can you advise where I might be able to locate it?

Try the following into the address bar of File Explorer (replacing what's there):
%appdata%\microsoft\excel\xlstart
and press Enter.
Also, it's possible to set an alternative startup location.
In Excel select File>Options>Advanced and scroll down to the General section> "At startup, open all files in".
