Exchange 2013 hybrid, Roomlists not visible in Outlook

we've recently setup exchange 2013 in a hybrid environment in order to migrate our mailboxes to office 365. i am trying to setup roomlists so that users will have access to the meeting rooms within outlook. despite my best efforts, i am not able to get outlook to show the room lists in the room finder. see the screenshot below:

in testing, i've created a roomlist both on-prem and in the cloud, and run a full azure ad sync, yet neither list is showing up in the room finder. i have confirmed two roomlists exist in exchange online via the powershell command below:

i've tried running outlook in non-cached mode to see if it was a caching issue. i've also given it 24 hours to sync, and nothing has changed. i'm looking for suggestions on what to try next.

it should be noted that all the room resources do show up via the "rooms..." addresslist if the user clicks the button, it's just the roomfinder that isn't populating.

From the post, you have done a lot of troubleshooting steps and they are very useful. I think you are a professional guy.

To narrow down whether it is related to Outlook client, I would like to collect the following information:
1. What’s the version of your Outlook client?
2. Could you let me know if the issue only occur on one machine? Have you tried to login to Outlook on another PC to see what will happen?
3. Are the users in on-premises or Online now?

In addition, please provide a related screenshot about “all the room resources do show up via the "Rooms..." addresslist” and let us know which button you mean regarding “if the user clicks the button, it's just the RoomFinder that isn't populating”.

to answer your questions:

1, i have tested the issue on outlook 2013 and outlook 2016.

2. i have tried on multiple machines, and the results are the same.

3.  the users are online.

here is your requested screenshot. the "rooms..." button correctly lists all available rooms.

I have checked both Room lists. The room list created on-premise and synced to Office 365 is showing as hidden. The Room list created Online is showing as NOT hidden.

the issue seems to be strange now. as i tested on my side, only if the room list was hidden from address list, they cannot be shown in room finder. otherwise, they should appear in room finder.

based on the current situation, please check if the room list can be shown in your owa.

if it can be shown in your owa, we may determine the issue is not related to the exchange service. in such a situation, it may be caused by outlook client (as room finder is an outlook client related feature).
so, it’s recommended that you post the question in our outlook client forum to get dedicated assistance. this is a specific support channel which is dedicated to helping users with outlook client issues. the engineers there have sufficient experience and they will be glad to assist you.

OWA shows all available rooms just like the "rooms..." button in Outlook that I mentioned in an earlier post. However it does not show any Room lists, nor does it let me choose a different room list.

I come back to continue to work on the issue. After some research and consulting, we need to collect the Outlook ETL logs for further analysis.
Enable Outlook logging for one user (please see the below link for instructions ) and wait for the issues to appear . After the connectivity issue is reproduced stop the Outlook logging and send me the .etl file.

In addition, we need to capture the Fiddler logs. About how to trace the Fiddler logs, please refer to the following steps:
1. Download and install Fiddler 2 from http://fiddler2.com/fiddler2/  
2. Close all browsers and all applications running on your computer.
3. Open Internet Explorer and sign in to Office 365 with the user account.
4. (a) Open Fiddler 2 -> click Tools -> Fiddler Options -> HTTPS -> select Capture HTTPS CONNECTS -> select Decrypt HTTPS traffic -> select Ignore server certificate errors -> click OK. (b) Click on All Processes in the bottom bar->Web Browsers, and then click File->Capture Traffic or press F12.
5. In the IE browser, try reproducing the issue by singing in to Office 365 with the user account and then go to the Fiddler 2 -> click File -> Save -> All Sessions -> specify a name to store the capture as a .saz file.

I have sent you a private message to collect the log files. And you’ll see it by clicking Private messages under your details section in the upper-right corner.

Although there was no specific action to take with this issue, I opened a mock meeting request to the point where I would expect to see the Roomlists. Hopefully the logs gather the data you require. Thanks.
