You may set picture format as "move and size with cells".
.
When you change the cell size it will change the picture size.

I have the same issue but found a workaround. Insert the image into the spreadsheet as normal (insert>illustrations>pictures) then right-click on the image. Select "place in cell" and the image will be placed in a (randomly-allocated?) cell. You can then cut the image from that cell and copy to the cell you want.

This workaround works for me but my colleague (using same version of Excel on same file) does not have this option. Any ideas?

Hello,
When you insert an image into a cell in Excel, you can usually go to "Pictures" -> "Place in cell" in the "Insert" tab. However, when you paste an image into Excel, the image will float above the cells, and it won't be positioned inside.
Here's a video that shows you how to set the image to "Move and size with cells", which can give the effect of having the image positioned inside the cell.
I hope that helps.

Sorry, I've no idea! Is your colleague running the same version of windows? I've a laptop running 10 and a desktop running 11 and Office 365 runs differently on each one.

You need to have Microsoft 365 Apps for Business in order to have this feature on your Excel. I have searched and tried many alternatives but this seems to work. Hopefully it helps. Enjoy!
