Excel Maps England

I am having difficulty getting a map to work in Excel. I have described the province as England, the geography is region, and the data is the population for each region. But however I order my data the map just shows one colour for the whole of England, though the legend displays a scale from highest value to lowest. What am I doing wrong...?

I was able to use your method to display counties, so hoorah, that works!

However what I really want are English local authorities and regions. Spoke to someone from MS yesterday who told me that these levels of geography are only available in O365 business premium. I have O365 home. I wasn't entirely convinced he knew what he was talking about. So much of Office support is US centric, you'd almost think that the hundreds of millions of MS customers in the rest of the world didn't matter.
