When I select no under the prescreen column it's supposed to highlight the whole line yellow but it skips the first and last line and goes to the one above - earlier in the sheet I wasn't having the issue but keeps popping up now. I've copied and pasted with formatting from lines that aren't having the issue and its fine for a few lines and then does the skip again.

Thank you for posting your question in this community. Based on your description and screenshot you found that some cells is not highlight correctly in your workbook, which it highlight the cell above rather than the same row.
First of all, may I confirm the following information at your convenience?
1: How did you setup “highlight” row based on condition? Are you using the conditional formatting in Excel workbook?
2: As I noticed that you open the workbook in Excel for the web, have you tried to open the workbook in Excel desktop app and see whether the same scenario occurred, when you copy and paste the above rows?
3: Does this behavior occur in all the workbooks or this particular workbook? You can also try to create a new Excel workbook and see whether the same behavior occurs.
If the workbook is using conditional formatting in Excel, it seems that the conditional formatting setting caused this problem, you can check whether the conditional formatting is set up correctly for the rows you copy and paste, such as the range of the cells.
If it is convenient, it would be great if you can share a sample workbook with some dummy data via a sharing link below, so that we can check this behavior from our sides. Thank you.

Hi Dihao,
Honestly the formatting was set up before I was hired so I'm not entirely sure how it was set up. I have tried opening the file in the desktop version and it still has the formatting issues.

IMHO
Whoever was hired before you did not complete the set of the Conditional Formatting rules for the sheet template
I noticed the same color (magnolia=light yellow) was used to highlight different conditions on the sheet
Me in your place, I would clear all the CF rules in the sheet(s) and start all over with my own set of CF rules.
It all depends on which cells you want to highlight and on what conditions,
I kindly suggest identifying the key columns the ones upon which the cell row must be highlighted in a sequential and prioritized manner
You may choose between highlighting the entire row or just the criteria cell depending on the priority.

Notes:
1- I added an extra column with a formula to resume the "Status" for each listed person, based on the results in the "Position Offered" and "Position Accepted" key columns.
2- And set the CF rules according to the resulting value in the "Status" column.
