Excel 2016 Freeze pane is grayed out

I'm running windows 10 office 2016. I have a workbook Ihave been using for a few weeks. I have used the Freeze Panes feature the past few weeks, but this week it's grayed out. I have looked on several discussion boards about this issue, but I'm not finding a solution. 

It's in Normal view. I don't have have any split panes, that feature is also grayed out. 

I have attached a screen shot. Let me know how to fix this problem.

did you look under the review tab and make sure the sheet is not protected?

No, I don't believe I have them on. I haven't used that with EXCEL. I have discovered the problem exists on both my MacOS Sierra Macbook Air and Windows 10 Dell laptop.

two things that cause this are being in page layout view (your first picture shows you are not)  and having shared the workbook. 

I haven't found another reason although thee could be some. 

maybe someone else has an idea.
