Error message regarding UC not enabled when user picks "New Skype Meeting" on Outlook ribbon

The user is running Office 365 with Outlook 2016 on Windows 10. The Skype for Business add-in has been installed and the icon is now in his ribbon but when he selects it the following error message appears:

You cannot schedule the Skype Meeting because you are not UC enabled or there may be configuration issues with your account. Make sure you are signed in to the same account you use for Microsoft Outlook. If the problem continues, please contact your support team.

Thanks for your help Sam. I tried a number of things but eventually established that the user originally had just a personal outlook.com account in Outlook on the machine and then gained the O365 business account. So the personal account was the primary one.  In the end I removed both of the user's accounts from Outlook and then re-attached them starting with the business account which is providing the Skype for Business facility. That fixed it.
