Error in loading dll in Excel 2016

I'm running Office 365 on Win 10 on a number of devices on my Surface Pro 4 Excel will no longer call Macros. When a workbook with Macros starts I get an "Error in Loading DLL" popping up. I also occasionally get compile errors. I have tried a number of different workbooks, some password protected, some .xls, some .xlsb. All throw up the same error, VB editor isn't giving me any clues either.

So far I have rolled Office back, and uninstalled it and reinstalled it a number of times. I have also reset the OS (keeping my files option) reinstalled 365 - same problem. I'm stumped now.

Any ideas?

You should remove Office with Fix IT tool and then reinstall it.

Nope didn't work I'm afraid same errors as soon as you enable content.

Can't access references on the affected workbooks (greyed out*) but if I open a blank workbook at the same time it shows all the required references as loaded (i.e. at the top of the list). It uses Forms 2.0 which is only loaded into references from DLL when called, so I don't think it's a missing reference.

* I can if Macros are disabled and not causing breaks and there is no missing reference showing up

Well folks I've tried reinstalling 365, repairing 365, installing a different version of 365, cleaning the Temp folder, refreshing Win 10 and using the Fix It tool to completely remove and then reinstall 365 - comes up with the same errors every time.

So I decided as a test to remove 365 via uninstall and install a copy of 2013 instead.

Works fine, actually it's quicker and 'smoother', no errors no problems whatsoever!!

So....?

Contacted MS support they dialled onto the Surface removed 2013 installed 365 did various stuff got the same errors every time. Told me they had established it was a Windows problem, gave me a number for 'Commercial Support' and logged out before I could argue the toss.

The number doesn't work.

Didn't explain why it opening in 2013 but not 365 makes it a Windows problem either...

Tried again today, had a nice chap who tried all the same things again before telling me macros weren't supported on subscription versions of Office only on perpetual licence versions...
He ran away when I pointed out we were Microsoft Silver Partners and he was talking nonsense, including showing him some web pages to prove my point. He just 'stopped servicing requests' and closed the session. So I opened another support case under the same number and got a nice lady who gave me another telephone number to try. I'll let you know how that goes tomorrow.

Resolved!

Tried the new number - number not recognised! Tried ringing after 4 attempts to get through spoke to someone who was disconnected and had to ring me back 4 times. She couldn't help and tried to put me through to the 'commercial' support team. No dice I'm in the UK they are on Pacific time they open at 1600 hours UK time - Doh!

So couldn't get the enthusiasm up to try from home on my 2 meg connection so I was having another mess around in the settings and saw the Office Insider tab. In for a penny in for a pound I thought and signed up for the Fast updates. Office updated and everything now works fine...

Go figure
