Email Error message account locked by another session - Outlook 2013

I use Outlook 2013 on my computer to retrieve emails and save them on my computer as needed.  I began recently using the Outlook app on my phone to retrieve my emails.  When I try to retrieve the emails on my computer I receive the following error message

"0x8004210E... Y… The server responded -ERR [IN USE] account is locked by another session or maintenance…".  

I contacted my IP service provider, Spectrum, to inquire if there are any settings on my mailbox that will not allow more than 1 service to retrieve my email and lock another one out.  They said "No".  I also inquired with the Outlook App support team to see if the Outlook App can lock out Outlook 2013 from retrieving email.  They also said "No"

Why can't Outlook 2013 retrieve emails even if another application is retrieving the same emails?  Is it a setting in Outlook 2013 that I need to change?  

I would appreciate any insight or help on this.
