The effect options is greyed out most of the time. It works randomly and I don't know how to fix this.

How to reproduce.
No Animations.
Click the Animations menu
Click on the item that I want to animate.
Click on "Appear" animation icon
A pinkish rectangle with a number "1" appears next (left) of my object that I want to animate.
The animation pane has a new line
The Effect options is greyed out.
How can I re enable the effect options.

Per the description shared, I understand the concern and I tested the behavior in the different PowerPoint app channels such as Semi-Annual, Current with different versions, where I can see the same behavior as you, the Effect Options is grayed out Appear animation; However, when I use the different animation, the Effect Options is enabled.

Other Animation such as Fly:
Effect Options are grayed out for Appear, Fade, Grow & Turn, Bounce, Swivel, and some other Animations.
