According to your description, the issue of your concern that you would like to Delete/cancel expired license Office 365 E3.
Thanks for your detailed sharing from the above screenshot. After consulting with related team internally that what we have been announced that for the expiration usually takes 30 days. After 30 days, you will have the option button for "Delete".
If you're rushing on this issue, we're sorry for your experience that we could not to access into your organization's backend and delete it for you. Nevertheless, we sincerely to ask you to contact with Microsoft Official Billing Team, they have higher permission and able to access into the backend from Microsoft.
Microsoft Billing team can speed up for deleting it on the backend. Then you can delete the tenant after that.
To get in touch with Microsoft Billing team, please refer - please hotline patiently - Find Microsoft 365 for business support phone numbers by country or region - Microsoft 365 admin | Microsoft Learn. (Ctrl+F and Enter, then type your area's name.)
