Creating Sandbox in Developer Program

Hi everyone,


I am trying to set up a sandbox in the Microsoft 365 Developer Program.


I got told that I do not qualify for this in my Dashboard. Then, after redeeming a Visual Studio Pro license the message did not come up anymore and I was able to choose between the options of a "Instant Sandbox" or a "Configurable Sandbox". After that I filled out the admin ID and password. Everything works fine till this step. In the last step I have to give my phone number for security reasons and this is where the error message comes up again after trying to get the confirmation code:

We're sorry, you do not qualify for a developer subscription at this time. Follow our Microsoft 365 Developer blog for program updates.

I do not quite understand why I still don't qualify after getting the Visual Studio Pro license and not seeing the qualifying error in my Dashboard anymore.

Can anyone help?
