copy paste formatting is not working in word

Confusingly, these shortcuts have been changed in (some versions of) Word. Use Ctrl+Alt+C for copy format and Ctrl+Alt+V for paste format. See https://insider.microsoft365.com/en-us/blog/paste-text-only-shortcut-in-word.

However, since you are using Word 2019, you shouldn't be affected by the modified shortcuts, as far as I know.

What you should do is verify that CopyFormat and PasteFormat are associated with Ctrl+Shift+C and Ctrl+Shift+V, respectively. Use the Customize Keyboard dialog box (File > Options > Customize Ribbon > Customize).
