I have an account and my husband has an account. How do we merge the two accounts to a family account and add two other members to our family?

Your email accounts are separate. They are always individual.
.
Office / Microsoft 365 Personal is for a single user / account.
Office / Microsoft 365 Family (Home) is assigned to a single user account. That account can "share" their subscription with up to 5 family OR friends.
If you want to switch from Office 365 Personal to Office 365 Family you just have to buy a 365 Family subscription and activate it using the same email account. Assuming you have any time left on the subscription, the new subscription time will be added to the current expire date and the account will be converted to 365 Family. Then you can "share" the subscription with those other people.

If you've purchased Office 365 Home, you can share your subscription benefits with up to five other people in your household.

.
This page gives a good description of how to Share 365 and what the share receiver gets. But there is no explicit definition of limits on who you can share with, other than saying “household” and “family”.

It's easy to switch to the Office 365 subscription that best meets your needs. For example, if you have Office 365 Personal and want to share Office apps and subscription benefits with your household, you can switch to Office 365 Home.
How it works:
. 1. You buy the Office 365 subscription that you want to switch to using the same Microsoft account as your current subscription.
. 2. The remaining days on your current subscription are automatically added to your new subscription.
See Common questionsbelow for more info.
Here's an example:
Current subscription: You have 6 months left on your Office 365 Personal subscription.
New subscription: You buy a 12-month subscription to Office 365 Home using the same Microsoft account as your Office 365 Personal subscription.
Result: Your subscription is converted to Office 365 Home and will renew in 18 months, not 12.
