I do not think I have to install this update because it belongs to the specified list of OSs.
Please see the list OSs against this update.
Windows 8.1 is not included.
So I assume that it the facility is there already. My PC is set for automatic updating.
Next
I tried all those changes suggested with control panel > Region > Additional settings > Currency.
-The symbol is very much there in front of me
But when I type in word or format a column in Excel it is either a '₹' or 'a question mark' with in a '₹'.

You're probably right, but maybe there's a different update for W8????

Have you found any reason why the '?' appears? Any pattern to what you type???
- what did you do to get just the '₹'
- what did you do to get '?₹'
Sorry, I don't have W8 and I don't want to have this symbol as a default on my PC, so I can't do any testing on this...
