When you purchase, during the download/setup process you are prompted to create or use an MS Account
You are aware that Bus Basic doesn't include desktop apps?
Currently win11 Pro & O365 Bus, multiple devices

According to your description, please try to sign in to https://portal.office.com/, and check if there is an Admin icon and if you can access it.
