Can't Edit Hero Web Part

I used to be able to edit Hero, but for the last month or so, I can't. I have used Chrome and Edge. Deleted History and Cookies. Rebooted countless times. 

Just now, I went back and tried one more time to edit and it won't even let me click the tiles.

Yes, I did create the new Hero web part in full column width in the same problematic site page, which works.

I widened the window as wide as I could go. I only had one 21in monitor on the second computer. I did try downsizing the window and stretching it beyond the limits, but it will only stretch so far. It just would not work.

I have now deleted the problematic Hero web part and recreated a new one in the 2/3 column width with the same links. This also works. (for now)
