Cannot change Letter spacing in Word 2010

Using Word 2010 I cannot change the word spacing in the attached paragraph. Why? How?

It would be helpful if your screen shot showed nonprinting characters. Check to see whether there is a line break at the end of the first line.

Okay, so it's not a line break, nor is it nonbreaking spaces in the second line, and "verbs" would clearly fit on the first line, so I'm at a loss. Can you send a sample to me at ssbarnhill at gmail dot com?
