Cannot access Office 2010: "the procedure entry point GetDateFormatEx could not be located in the dynamic link library KERNEL32.dll"

Whenever I try to open Word/Excel, the message above is shown.

Had the same problem in November 2018, but removed Microsoft update KB4461522 and this solved the problem.

Would appreciate advise

Use Windows XP SP3, office 2010 32 bit

As you've doubtless already discovered, everything Google can find on this error message relates to the faulty update that was shipped in November 2018 and then pulled. Yours is the first indication I've seen that the problem has recurred. Is there any chance that the update has somehow resurfaced on your machine?

Hi Suzanne, thanks for the response.

I cannot find the KB4461522 update on my machine [first thing I checked -  to see if it had reappeared].

The latest Word update I could find was KB4461625 on 09 January 2019.

Any further thoughts?

When I had this problem a few weeks ago I didn't have update KB4461522 installed but someone on this site suggested that I look for update KB4461614 and if I had that one then remove it.  I did have that one, removed it and all was well again until yesterday when I had a similar problem.  That was fixed by removing update KB4462157, installed only this week.
