Can i fix 1 license to user as MS office keep prompt to choose license whenever i restart the office program

I have 3 boxes of MS Office Home & Business 2019 (1PC/Mac) and have used in 3 laptops for different users. Whenever the user close the office program and click open again it will show a message stating my account has multiple licenses and need to click next to select the license used. Appreciate if anyone can help how to stop the message from appearing and to keep getting MS office program to activated again. I have attached a picture showing the message.

 According to your description, you purchased three physical versions of Office Home & Business 2019 products and activated them under three Microsoft accounts, respectively? Please confirm first, do the three accounts of the three devices have the same problem?

If this message appears on only one of your accounts, you can follow the following link to repair your Office product:

Repair an Office application

If that doesn't work, uninstall and remove the Office product from the device, then use your Microsoft account to access the following link:

Microsoft account | Sign In or Create Your Account Today – Microsoft

Once logged in, click Services and Subscribe, find Office Home & Business 2019, click Install, download and install again.

Please be assured that this operation will not result in the loss of the file.
