Blue box that won't go away

I am new to OneNote.  I just got the full version installed on my Surface Pro 2.  As I was marking up a document, a blue box appeared, and it won't go away.  Where ever I tap, a blue rectangular box would appear there, and I can type in it.  When I try to tap elsewhere, the blue box would follow.  The stranger thing is that when I'm outside of OneNote (as I am right now), the blue box still occupies the screen.  The size of the blue box only changes when I'm in OneNote though so I know it's something from OneNote that is generating it.  What is it, and how do I get out of it?

I just started having the exact same issue. Has anyone figured out how to get the blue box to go away?

I think "Ease of Access" is the place to search for the blue box:
