altering a cell's name 'scope' from workbook to worksheet & vice-versa

Question 1

Is it possible to change a cell's name (which is already named ) scope from workbook to worksheet level and vice-versa. Note, when I click Name Manager --> Edit, the scope field is greyed (for a cell) which has been named earlier. Asking this, as I am working on a large spreadsheet file and realize that I need to have some cells in workbook scope which was earlier named in worksheet scope; and also some cells in worksheet scope which were earlier named as workbook scope. Note, I can do this by deleting the name , and re-naming it when I get one chance to define scope as I wish. But this way around. 

Question-2

The Create from Selection assign cell names without asking scope - in my case, I find it assignees in workbook scope. Is there any way to set option for workbook or worksheet ?
