you can choose to block, allow or quarantine the mobile device access to your organization’s office 365 accounts at the office 365 exchange admin center (eac) (https://outlook.office365.com/ecp/) by clicking
mobile > mobile device access, then click
edit to choose to block, allow, or quarantine when a mobile device that isn’t managed by a rule or personal exemption connects to exchange.
click the plus symbol to select an administrator to receive quarantine notification email messages when a mobile device is quarantined.
please note: please don’t create a device access rules so that multiple devices access can be controlled by the exchange activesync access settings.
regarding “where would be the list of all the devices would be shown in o365 admin portal so that i will enable the quarantine and when there active sync gets blocked i will allow them”, you can view all the quarantined devices under “quarantined
devices”, you can choose to block or allow these devices by clicking the allow or block button.
