Windows 10 Mobile Store prompting to upgrade to a newer version of Windows 10


So, I opened the Microsoft Store on my Lumia 950 this morning and found a banner listing at the top of the app (suggested apps slider) that read "Update your PC by October 9, 2018). My phone is running the latest production build of 1709. Clicking on the listing redirects me to the page that helps users update their version of Windows (on the PC, obviously).

However, I know that Windows 10 ver 1703 reaches its end of support on October 9, 2018. Ignoring the identity crisis of the phone thinking it's a PC, just wanted to know if this a thing that shows up for users on the PC running 1703 as well?

My guess is that it detects the version number of the OS our phones are on and that it isn't the April 2018 update.  Instead of recognizing that we have Windows 10 Mobile.
