Welcome to Microsoft Community.
How do you want to open a new tab when you open the Edge browser, right? Please correct me if I'm wrong, so that I can provide a corresponding solution.
If you want to create a new tab when the browser is already open you can try the following methods.
1. Right click on the top of the existing tab > select "New Tab"
2. Click the "+" on the right side of the tab to create a new tab
3. Or set the "Home" button on the toolbar to "New Tab page" and then click the "Home" button in the upper left corner to create a new tab.
Regarding how to set the option to jump to the last opened tab when closing tabs, Edge browser does not support this option yet, but I think your idea is good and Microsoft also pays attention to user experience, you can feedback this issue to Edge team to draw their attention.
In Edge, select Settings and more in the upper right corner of your browser window.
Select Help &Feedback > Send acFeedbk >Enter the content of the feedback

Activate Tab After Tab Closing: first, default, last, left, right, order.
New Tab background: default, foreground.
