No Gear Icon to Customize New Tab

I am trying to set up my son's family account to use Microsoft Edge so that browsing will be safe for him.

When I go to customize new tab in settings, there is no gear icon on the new tab page to actually customize the page.

I've tried running Edge as administrator but that did not solve the problem.

Until I can get rid of the newsfeed content on new tabs in Edge he'll be using a different browser.

Context:

Fresh install of Windows 11 and everything is up to date. No extensions installed in Edge, and I've reset the settings in Edge, neither addressed the problem. I synced his Chrome account with Edge during setup.

Try clearing the new tab page cache to see if that's only the problem. To do this, go to Edge Settings > Cookies and site permissions > Manage and delete cookies and site data > See all cookies and site data. Search ntp.msn.com then click the bin icon to remove and check if the issue is fixed.

If the gear icon is still missing, check the Hosts file if ntpmsn.com is being blocked and remove it

Already reset the settings and cleared the ntp.msn.com cookie and checked the hosts file. None of that worked.

I created a new test profile and the gear shows up, but need to get it working with my son's profile...

Again, FYI, I synced his profile with his Chrome data during initial setup.

If a new account works then what if you delete his account and recreate it to see if it works correctly now?

If not then the problem may be a Family Safety setting in Edge discussed here:

It could also be a bug since Family Safety is not as developed as the paid apps which have features that work and premium Support to walk you through issues like this. This is one area where you get what you pay for.

The new tab page shown in that thread is the default one you'd normally see if there was no Internet connection or some other reason why the MSN server couldn't be reached. Can you open https://ntp.msn.com/edge/ntp?

Using family safety, yes. That is the only reason I'm even trying to use Edge.

Basically I'm trying to help Microsoft or whomever get this fixed... Trying to be helpful because family safety is a nice feature -- but not so great if it forces you to subject your kid to newsfeed clickbait on the new tab page.

If you want to reporting this as a bug to Microsoft using the Feedback Hub app in Start Menu where developers are tasked to process consumer feedback. They will not even see it here. Microsoft developers DO read feedback from customers that comes in via the Feedback Hub, so that is a great way to share your thoughts on how to better serve you as a customer.
Just to clarify: You said that creating a new account fixed the problem, you could even use that account to move your son's account into.
To do this:
1) copy his files over to the new account,
2) delete his old account in Settings > Accounts > Family & Other Users or change it to a Local Account in Settings > Accounts > Your Info > Sign in with a Local Account Instead, restart Windows,
3) then from the new account add his MS Account in Settings > Accounts > Your Info > Sign in with a Microsoft Account Instead.
If the problem returns then you'll know it's a Family Safety setting that travels with his account, because you've added it to a Local Account that worked properly.
