i have tried nearly everything. i stream videos and it keeps stuttering and then i get a message saying performance issue detected
how can i reduce the cpu usage

Have you checked the Task Manager to see which processes are using resources? You can click CPU to sort it from high to low. Then send us a screenshot for further help.

Uninstall Avast AntiVirus and just use the built in Defender.
Don't have so many browser tabs open.
See if those 2 ideas help.
Other ideas, uninstall ALL apps/utilities that you don't need. Be merciless, when doing this. Most people find that 1/2 the apps they install they never actually use very much.
At least try this until you see if streaming performance improves. If it does then you can decide what ones to reinstall.

have uninstalled Avast and i only have 1 tab open and the problem is still there although a ;little better I've deleted some apps that i don't use,
if i pause the video for a bit it works a little longer but then it stutters again. i dont know what more i can do apart from a reset. i have even tried a usb ReadyBoost
