On the Edge browser for Android there are 8 shortcut icons once you touch the URL window. These icons occasionally change, for unknown reasons. But, some seem to stay forever even though they are never used. How do you modify these 8 shortcut icons?

I'm Jen, an Independent Advisor and a Windows 10 user just like you. I don't work for Microsoft but I'd be happy to help you figure this out.
I understand you would like to modify the shortcut icons showing on the Microsoft Edge (Android) homepage. I've tried checking my settings and found no option to change it but from what I have observed, the shortcuts show automatically if it's the most visited site in your browser. You can also remove the shortcuts that were already there upon installation. Just press and hold the icon > then tap on Remove.
If you want to turn this OFF, you can tap on the 3 lines in the upper corner of the screen > tap on Custom > toggle OFF the Show most visited sites.

My Edge Android browser version is 46.03. And Android 11 on a Pixel 3 XL.
I don't get the three lines at the top anymore. I get three dots at the bottom. From that I can go to settings. I'm not finding a most recently visited sites toggle. I think these icons have something to do with recent visits but some are not recently visited at all. And, they don't respond to press and hold with any additional menu.
So just to be clear, these icons appear when you touch the URL window. And there are eight above a search history list.

I wondered if my app installation might have gotten hosed (halted on silly error detected). So I uninstalled it, rebooted the phone, and reinstalled the Edge browser for Android.
Now it works as you have described. The icons seem to follow my favorites. I still don't see a setting for that but having 8 icons for most frequent visited is quite nice.
