Changing Search Provider in new EDGE fully disabled, Administrator Account

On my build changing the Search Engine Provider in EDGE (new) is GRAYED OUT and cant be changed at all. There is no option to add change or do anything with the search engine provider in the menu . No manage feature, nothing can be added and Bing cant be removed. I only have gray buttons:

"REMOVE" "DEFAULT".

SETTINGS-->>ADVANCED--->>ADRESS BAR SEARCH

This is a new installation and im Administrator account.

What the fricking hell? 

(The EU already forced you in the past to stop this kind of horse**** with hefty fines...you steering in that direction again MS?)

I understand you're having problem with Microsoft New Edge. What version of your Microsoft Edge? Did you try to reinstall and see if it works?

To check the version, Click the 3 dots then Help and Feedback
Select About Microsoft Edge.

John,
I'm having a similar problem. I'm running Version 83.0.478.37. It's a brand new HP laptop.
Once I realized I couldn't change it in the legacy Edge I upgraded to the new Chromium based Edge. Still no joy.  Settings --> Privacy Services --> Address Bar --> "Search engine used in the address bar" is grayed out.  I can add Google services under "Manage Search Engines" but cannot change default.
Is there a registry hack?

I figured it out. My HP laptop pavilion 15z came with Win 10 in S-Mode (not to be confused with "Safe Mode"). Which is not a bad concept but if I switch out of S-mode and install some things I want and configure it the way I want then I can't go back to S-mode. [insert eye roll emoji here]
