PC Build 15019: Windows Update Issues

Hello Insiders!

For the update to build 15019, there have been two issues surrounding Windows Update that have arisen.  I'll cover these two items and the workarounds.

The issues are as follows:

  1. *RESOLVED* - Error 0xC1900401 or "build not yet available"
  2. PC scans and Finds 15019 but appears to hang on "Initializing..."

Issue #1

Issue:  When trying to download 15019, you may see an error such as 0xC1900401, or a note that the build is not yet available for your device.  ***This issue is now resolved***

Impact:  Any Insider running an x86 version of the OS

Workaround:  There was a snag in the publishing pipeline.  No manual efforts are required by Insiders.  We have found the publishing issue and are remedying it.  You may scan for updates occasionally and as the update for your particular country/region is published, you will be able to download accordingly.

Issue #2

Issue:  Your PC scans and finds build 15019, but it appears to hang on "Initializing..." and doesn't appear to begin downloading the build

Impact:  Any Insider may hit this issue (although it does not affect all users)

Workaround:  The workaround for this is detailed in the steps below:

  • Click the Start button
  • Type services and launch the Services panel
  • Scroll to Windows Update
  • Right-click and select Stop


  • Restart your PC
  • Re-check for updates
  • The update should proceed as expected

For issue number two, some users have reported repeating this process with the Delivery Optimization service has fixed the issue as well.  If stopping the WU service doesn't bypass the issue on the first attempt, please re-try and stop this additional service.

Thanks Jason. CrazyKats posted to me earlier about your recommendation to stop the Delivery Optimization in Services, but there was no way for me to stop the process. Then I saw Callum's post to you about stopping Windows Update in Services which worked for me. I had the (GSOD) issue in 15002 and 15007  but got 15014 by going back to 14393 and then back up to the fast ring so I was hesitant at first but glad it worked. Thanks for all you and the team do to help us evaluate these beta builds.

I had the same issue as stated above as issue 2. I chose to leave it to it's own as there was a lot of HD activity. Eventually after some time a download button appeared where the restart button usually appears. I clicked the download button and the update processed perfectly.

I just did hard reboots.  5 for the first laptop, 4 for the second, and the third is at 83% working on updates after 9 reboots.

Other than that all things seem good.

I close wu and I tried again but it not help. Received an error code 0x80246007
Seeing Error 0x80070002 disabling Delivery Optimization Service and Windows Update did not help.

Delivery Optimization service stop is greyed out for me even when I run services.msc as an admin

I found a funny fix that I have used in the past for when other builds failed to load, and that is the Windows Update Troubleshooter for Windows 10 ( https://support.microsoft.com/en-us/instantanswers/512a5183-ffab-40c5-8a68-021e32467565/windows-update-troubleshooter ) and when you run it click advanced and select run as admin and let it auto fix.

Strange thing is that it seems to also temp fix the download and install process indicators

Issue #2 worked for me. I did not have Issue #1.

my update was 100% downloaded and ready to install. I restarted, and now it is at 91% downloaded? 🤔
