What is the point of "Active development of Windows"

I really don't get what is the point of the new selection when I haven't gotten an update for my SP4 in about two months. I see in the Feedback hub that they keep adding new updates for the "Skip Ahead to the next Windows Release" but then again when users select that only thing they can do is the Fast ring. 

I didn't touch my device for a whole month and there was no updates? 

This version 17025 is also that one version that is right before everyone keeps getting all of the new features. 

I just don't get why we have these selections. What have the updates for the "Just fixes, apps, and drivers" get? A lot of nothing right?

At this point Skip ahead and Fast are getting the same Builds and using Active Development is what makes it possible to get the latest Updates.

The only thing I see is you have a Microsoft device SP4 and it seems they have more than there share of trouble with Insider Builds.
