Same here. In my case though I wasn't offered to restart after 1st update and after all updates were installed, Windows Update checked for update once again and started downloading the update for 2nd time. Maybe this is because
of KB4456655 which is a "Servicing stack update for Windows 10, version 1803" and as per the support page of KB4457128, "When installing the servicing stack update (SSU) KB4456655 and the latest cumulative update (LCU) (KB4457128) from the Microsoft Update
Catalog, install the SSU first to mitigate potential issues while installing the LCU." So that might be the cause of 2nd offering as WU might be removing the first one for installation of KB4456655 (thanks to
Robert Aldwinckle's log above) and then checking, downloading and installing CU once again. But still doesn't explain the 1st update was even offered.
