Cumulative Update for Windows 10 Version 1607 (KB3194496) fails after reboot at 99%

The above update always fails on my Surface 3 after it reboots and gets to 99%, I have checked in Event Viewer for the error code which is 0x800f0922

Looking at the comments on this article it looks like it's a widespread problem:

My system gets to 100%, but then says it could not be completed, then rolls back and attempts again.  Computer was sent into a reboot loop that went into the night.  Finally went to bed rather than wait for it.  This morning the system was as it was, rolled back, but still requesting to restart and begin the nightmare again.  Dell Inspiron 560 Desktop, Windows 10 Version 1607 Pro x64.

I am having the same issue with my desktop.  So frustrating especially after the AU RAW drive fiasco.  I am on Version 14393.187 and it just keeps on trying to install KB3194496.  It gets all the way to 100% and requests a restart, gets all the way to 100% again, then says "We couldn't complete the updates.  Undoing changes.  Don't turn off your computer."

Then it reboots and does it all again.  5 times so far since last night.  It is hogging up resources on my machine which I need, not to mention the reboots and bandwidth.

Hope it gets straight soon.

5 times? you do know you can temporarily disable insider builds don't you?

It's got to stop rebooting over and over again before you can do that. But, certain developer features only work properly (unless further changes have been made I was unaware about) when you have insider preview builds turned on.  I couldn't even get to the Desktop until this morning.  My system kept rebooting over and over again and installing and rolling back repeatedly until sometime this morning.  I started the update at night, and after a couple hours of this just went to bed rather than sit and watch it keep doing that.

UPDATE:

Turning off Insider Builds does nothing to change the behavior.  Did that today.  The update still pops up, downloads, and then informs you that it will be restarting your system during hours when you aren't using it.  Trying to restart the system, or shut it down, also attempts to install the update.

The same problem I have, nothing works... None of my computers work, HP EliteBook 840 and my desktop that I have made. When 100% and it rolls back...

Microsoft fix this UPDATE!

So, despite the fact that Insiders were reporting problems with this update, someone in Microsoft decided to go ahead and release it to everyone anyway?

Not a bright idea, IMO. I deliberately keep my production machines free from Insider builds - now this KB problem has hit them, despite my precautions. Thanks a bunch, Microsoft.

I am having this issue also, but not on an insider computer. My insider computers are not trying to install this update - it is for standard public Windows 10.  My main home computer runs standard production / publicly released Windows only.

It is very bothersome that we can't temporarily disable automatic updates.  Or can we . . . . . ?

        I installed this update with no issues, however, now I have a problem that if I manually check for updates it goes on and on and on with no end. Something definitely wrong here. Anybody have any ideas?
