File System error (-1073741819) on Windows 10

I understand you are unable to change the UAC settings and you get a file system error.

This might be caused due to the following reasons:

1. UAC settings reg values changed.
2. Windows system file corrupt.

•  Save the file as a registry file on your desktop with the name UAC.reg.
• On your desktop, double-click UAC.reg, and then click Yes when you receive the following message:

You will get some prompts please click yes and proceed and then you will get a message stating: 

"The keys and values contained in path\UAC.reg have been successfully added to the registry"

Click ok  and restart the computer.

Method 2: SFC Scan

Please open the command prompt with Admin privilege and initiate SFC scan.

Thank You for your help. But I couldn't solve the problem.

I am not able to run registry file (since that requires admin privilege) or open command prompt with admin privilege. It seems I cannot perform anything that requires admin privilege. The UAC notification box that appear on performing admin action flashes and then the error box appears.

Sorry to hear about the inconvenience caused.

This problem seems to be user account specific, creating a new user account will help, but the problem is you can not create a new user account from this account.

In this case I suggest you perform a refresh on the computer.

Please refer to the below suggestions to refresh the computer:

• Click Windows flag key.
• Select settings.
• Choose update and Recovery.
• Now select Refresh.

Please note Refresh will remove all the applications that you have installed and your data will not be touched.

got the same problem after updating from Windows 7 Pro, after crating new account everything seems to be O.K. but even after fixing registry with solution above, SFC scan which fixed some issues, my previous account is useless, is there any chance to repair it?

I have the exact same issue after upgrading to windows 10 from windows 7.  I cannot install files, run cmd as admin, or do anything.  Stating that we all need to do a refresh goes against the whole grain of a seamless upgrade to windows 10.  I have hundreds of applications and will not just have all of them removed at a whim because of something Microsoft did to UAC.

Please provide a real solution.

1. Create a new user.
2. Make sure user is an administrator.
3. Login as the new user.
4. New user has admin rights.
5. Run the reg file and update UAC.
6. Run sfc /scannow and it finds "zero" errors.
7. Reboot machine.

New account has admin rights.

Old account has "no admin" rights.

Still not fixed.

Please provide a solution for old user accounts.  Performing a refresh is not a solution.

Resting windows or creating a new profile isn't an option.

Please give us a proper solution to fix the old profiles.

I've found solution - make new account with admin rights, log into it, change option UAC in interface to minimum, log into old account and everything should be ok, later u can change settings to prompt when using admin rights.
