System File Checker stops at 2% of scan

When I run sfc /scannow from an Administrator Command Prompt the scan stops at 2% and displays the following message:

Windows Resource Protection could not perform the requested operation.

The scan log file has this entry:

CSI    0000001d [SR] Cannot repair member file [l:20{10}]"secdrv.sys" of Macrovision-Protection-SafeDisc, Version = 10.0.9926.0, pA = PROCESSOR_ARCHITECTURE_AMD64 (9), Culture neutral, VersionScope = 1 nonSxS, PublicKeyToken = {l:8 b:31bf3856ad364e35}, Type neutral, TypeName neutral, PublicKey neutral in the store, file cannot be decompressed."

System file check is broken in 9926 as is DISM.  We are just going to have to wait for them to fix it hopefully in the next build.  You could try running it in safe mode as some users have had success with that.

System file check is broken in 9926 as is DISM.  We are just going to have to wait for them to fix it hopefully in the next build.  You could try running it in safe mode as some users have had success with that.

As you can see below, the Settings > Update & recovery > Advanced options > View your update history screen shows the KB3038930 update as successfully installed, yet the Control Panel > Program and Features > Installed Updates screen does not.

A local issue on my computer or a bug in Windows 10?

Without diagnostic tools there is no way to tell.  I have not seen this particular situation in more than a handful of user so IMHO its local.

I do not update but rather clean install beta OS'es because of things like this.

KB3038930 is an update to KB3038357, released February 18, 2015

So .. its an update to an update.

Shows installed ok on my computer, and is not listed in the Programs & Features, Installed Updates list .

Some video I saw on microsofts sites, the host or his guest said SFC is antiquated method of checking things now.   

On my ssd the install has some file items compressed, Microsoft trying to help save total install bytes, which is very nice actually to have a 10-12gb total space used C drive.  -  but sfc doesn't seem to be dealing with the compressed files.  And errors at the 2 or 3%, Im guessing when it hits that first compressed file.

DISM /Online /Cleanup-Image /ScanHealth   << tells you if anything is wrong, if so you can run RestoreHealth against the version installer iso if you have it...    example;

DISM /Online /Cleanup-Image /RestoreHealth /source:WIM:G:\sources\Install.wim:1 /LimitAccess

Though I can verify that SFC /SCANNOW never seems to be able to get past 2%, it seems SFC /VERIFYONLY actually varies from run to run in the level of completion it is able to achieve.  I actually got it to go to 100% once by simply trying over and over.  And it reported there were integrity violations.  :-/

DISM also seems similar.  Scan health works, check health sometimes does sometimes not, and restore health never does.
