Windows Insider build 16288 - Surface Pro 3 will not boot

My SP3 will not boot after successfully installing 16288 and using it successfully for a day.  The system will not move past the Surface boot screen with the spinning dots.  After several manual restarts (holding button), it now is at the screen Preparing Automatic Repair but will not move on from there either.  I've let it go for quite some time.

I think I'll need the ISO to burn to USB to get past this.  Any ideas where/when Microsoft will post this build?  The latest build I see to download is 16251.  If that will work I can try it, but I suspect I need 16288+ if I'm going to reinstall from USB.

I had the exact same problem with two different Surface Pro 3 machines running this build. I tried every button combinations multiple times, but nothing helped. 

The resolution was to use an old recovery stick (USB) and start the troubleshooter. The Repair option didn't seem to work, but I then I clicked "Continue with the PC" (or something like that...), pulled out the USB stick before it rebooted and the PC started after a few automatic scans. 

The PC then worked fine, and if I did a restart the PC restarted with no problems. But if I shut down and then started the PC, the problem returned. I sometimes got the green screen after a while trying to start.

I ended up going back to the previous version of Windows. (And then changed the Windows Insider settings to Slow so it wouldn't reinstall the latest build.)
