System in Lock Screen loop after installing Preview Build 17686

After installation of Windows Insider build 17686 the Lock screen appears for one second, winks off and back on, continuously.

The system does not respond to keyboard input. I have not been able to get it into Safe Mode. Unplugging the keyboard makes no difference. I am not able to RDP to the system while it's winking I unplugged my one USB disk drive no help.

I tried recovery USB media and asked it restore the previous version of Windows but it said there was a problem.

Resetting the PC is not an option because it has some fairly expensive software on it that is hard to replace.

Funny mine is doing the exact same thing and mine is an XPS 8900.  I just get the picture before the login screen in an endless loop.

I bet it's a driver problem.

Do you have the  AMD Radeon graphics card?

No its nvidia.  I do not know the model off the top of my head, but it is a 4 GB video card.

I have the exact same issue with a Lenovo T530. It flashes and alternates between showing my login screen background and an orange background while the mouse cursor shows the "loading" wheel.

Same problem with a Samsung 700T tablet. Touchscreen, keyboard and mouse do not interrupt the lock screen flash, so I cannot login or even shut down without using the tablet's button option to enter Samsung Recovery. From there I can power down and restart, but that changes nothing -- as soon as Windows loads, I'm back in the looping lock screen.

Nah, not at all. It is an Insider build after all.

I reported it in the Feedback Hub (actually voted up another report, probably the one made by kwdavids and added mine). I booted from a recovery USB and used the advanced tools to uninstall the latest feature update -- in effect, roll back to the prior build.

You will need to power the PC down and power back up with the recovery USB inserted. If your BIOS isn't set to boot from USB, you'll need to get into the BIOS to change the boot order.

That is my problem I cannot find where to get it to boot to usb.  I do nothave the option to boot to 

usb with the advanced boot options
