Programs autostart after boot in Windows 10 Fall Creators Update

Hi,

In this build I have a problem with Chrome and NordVPN. When I turn off the PC and I log in the next day, it recovers the lastest pages visited in Chrome and it open automatically NordVPN I have fast statup disabled and the option "use my login info for complete updates" disabled and the problem is still here. I'm facing this issue since 16251

Here's the steps that I performed : 

1. Configuring registries : 

regedit > hkey local machine > system > current control set  > control > session manager > memory management
Enable "Prefetchers" and Modify it to "1"
2. Disable third party application services running : 

-press windows logo button + r then type in : msconfig
-then please go to "Services" tab
-And then select the box that says "Hide all Microsoft services"
-Then hit "Apply" and "Ok"

I can't perform a System Restore or Create another user. I want a fix (if possible in the user that I'm using now)

Is there any way for fix it?

EDIT: This is a new feature of Windows 10 Fall Creators Update. We need to get this changed soon.

Its supper annoying having everything open again there must be a fix for this

This is already causing many programs to behave beyond their expected and defined behaviors. This needs to be a option to turn off. Hell, OSX makes it a check-mark box to turn this option off at logoff.

Worst was win 10 FU installing the crappy nvidia drivers 388.13 2 days ago, seriously...

I now have to be forced to disable auto win 10 updates (win pro via gpedit.msc,  2 = Notify before downloading and installing any updates in configure automatic updates) and forced to use this to restart or shutdown in a clean way:

shutdown /f /r /t 2

shutdown /f /s /t 2

This is actually a change in the core functionality of Windows in this development cycle.

Old behavior:
- When you shut down your PC, all apps are closed

- After reboot/restart, you have to re-open any app you'd like to use

New behavior:

- When shutting down your PC, any open apps are "bookmarked" (for lack of a better word)

- After reboot/restart, these apps will re-open automatically

If you want to start with no apps open (other than those set to auto-start via Task Manager/Start), you'll need to ensure all apps are closed before shutting down or restarting the PC.

Why?

The desire is to create a seamless experience wherein, if you have to reboot a PC, you can pick back up quickly from where you left off and resume being productive.  This has far-ranging impacts across the OS (in a good way).

We'll discuss this more in the next flight release blog post, so stay tuned!

Please give us an option to disable this.

No! Bad Microsoft! This completely defeats the purpose of rebooting my machine. There needs to be an option to shut this off. It's ruining my life.

Come on.....This is not a feature, it is not an improvement...it is a BUG!!!

I have updated several PCs to v.1709 and this "feature" has an erratic behaviour in all the various PCs that have been updated.

On some it happens randomly, sometimes it does sometimes it doesn't, on others always even if I exit all the programs and active windows before shutdown and on the next boot some of the programs start automatically, but not necessarily the last ones that were used..

It is UNMANAGEABLE and obviously a BUG!!!! 

Instead of posting a load of waffle like "a change in the core functionality of Windows in this development cycle." or "The desire is to create a seamless experience wherein...........  This has far-ranging impacts across the OS (in a good way).", post something useful..like a workaround until it gets fixed in the next build, or a patch is released.

Also...stay tuned?? We have, but since your post in August we picked up just white noise...may be you should try broadcasting on the right channel.
