Upgrade to Build 16215 constantly failing with 0xC1900101 - 0x30017

Hi all,

i'm trying to get Build 16215 installed over a Build 16199. Unfortunately i can not get past the First Boot sequence in the setup, as it immidiately get stuck after booting up to the circling dot thingy. Two hard resets later and i am back at build 16199 -  this part works perfectly fine :)

I checked almost every scource i could think of but could not find any working solution for this issue yet. Clean Boot, playing with BIOS and Driver settings, using Standard VGA Driver did not do the trick.

I always get displayed the same Error 0xC1900101 - 0x30017 after rolling back to 16199.

The logfiles were also not as helpfull to me but maybe i'm missing something here. The first two entries tell about USB drivers which have been removed before the setup as suggested by another site. If anyone has further ideas please share.

PC Specs:

Asus Z-87 Deluxe - 16GB Ram - Secured Boot: disabled

Nvidia Geforce 780 Ti

Samsung Evo 850 - 512 GB -Rapid Mode: disabled

no External devices connected except of Mouse and KB

Hi Mathias,

Windows updates and service packs may fail to install if there are corruption errors. The DISM orSystem Update Readiness tool may help you to fix some Windows corruption errors.

I did use DISM already to check and repair the image. Alway got returned that everything is alright, same with SFC Tool. I ran the system update readyness tool as well but it is not working for me as no Win10 version is available.

I even checked and edited the registry to get around the known DISM issue reporting an error no matter the state of the image. This issue with the TestRoot key thing (HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Component Based Servicing\PackageIndex\Microsoft-Windows-TestRoot-and-FlightSigning-Package~31bf3856ad364e35~amd64~~0.0.0.0) is gone.

3rd party software like AV, Tuning Tools and so on that could be interfering with the setup is not installed at all. Currently i have no idea what might be causing this issue.

my intention is to test wheter or not the upgrade procedure is working without having to play around with software install/uninstall beforehand, for this reason a clean install would be of no help.

So any further suggestions are highly welcome.

If you are using any third-party antivirus software, you may temporarily disable it and check if you can upgrade. You may refer to the antivirus maker website to check for the options on how to disable your antivirus. If this does not help, you may consider uninstalling antivirus and then check if you can upgrade.

Note: If you disable/uninstall antivirus, enable/install it after you upgrade the operating system.

Moreover, we recommend performing a clean boot to determine if other programs are interfering the update.

Note: After troubleshooting, in a Clean Boot mode, follow the suggestions under “How to reset the computer to start as usual after troubleshooting with clean boot”.

I don't see any messages before it reboots and reverts 16199!! However 15 failures so far with error messages...

At times the $WINDOWS.~BT directory has grown to 15Gb - YES FIFTEEN GIGABYTES!!!
It MUST be due to UUP as this is a baseline installation with NO additional apps from the store, NO 3rd party software AT ALL, standard Windows Defender etc.
The ONLY configuration change is that "My Docs" has been moved to drive D:

After it has downloaded remove your system from the internet before it starts the upgrade this has help some people.

An FYI for everyone in this thread.  We are fully engaged on this bug and are diligently looking into it.

We do not yet have a root cause, but the logs that are coming in are being reviewed and we are trying to assess this issue.

I have made this a sticky thread so it's easy to find and will post additional updates here along the way.

I tried this but am getting a failure at 97.5% on the DISM /Online /Cleanup-Image /RestoreHealth.   The error is Error: 0x800f081f

I was looking to do a DISM cleanup against the ISO, but have been unable to find a download to build 16999 for a reference image to point it to.
