Ok not quite sure what is going on but this is what I have done and where I am so far in my recovery, perhaps someone can advise..

I hard reset my phone from the settings menu

I plugged my phone into the USB cable on my PC

I downloaded the recovery tool and ran it and as the phone was resetting the recovery tool said it couldn't find my phone (expected)

The phone rebooted and the recovery tool found it

I selected the phone in the recovery tool

The phone would not respond to the power button but shortly afterwards it asked me if I wanted to start the phone configuration process (what you get when you first get the phone)

Did all of that

Then it showed me the backup it made from yesterday

It is now restoring the data

The strange thing is that it was doing that under WP10 !? tech preview because the keyboard had the new mouse pointer when I entered my config details (email etc.).

Am I going to recover to WP10 again!?

I wanted WP8.1 as WP10 will probably just get stuck at the "loading screen"

This is what is displayed on the recovery tool window, should I have selected the firmware version instead of just choosing the phone it detected?

OK success (sort of).

After the above steps I have the phone working on WP10 (wanted WP8)

However it is missing all the important apps like email and calendar

Many apps do not respond from the start screen. This is because they are not installed (not in apps list)

The start screen is a mess with things missing and all in the wrong place and overly large icons etc.

There are a few apps that "couldn't install" these were pending updates from the windows store

The search app in the app list has strange accent (as if in a foreign language) in the title

Can't take screen shots to show you because that doesn't work either

What did I do wrong on the steps above, I just want to get to WP8.1 again

OK more updates

The phone is doing stuff in the background. About 15 minutes of messing around trying to download the outlook app from the beta store (which is also not working for me) it asked for a phone password/pin

Anyway I got fed up WP10 or this update has clearly not worked and is not ready for use

I chose reinstall software from the recovery tool and hopefully that will get me back to WP8.1

Same here - Lumia 930.. endless "Loading..." screen - can receive calls and get into settings like others here.

Found this thread on reboot-loop: http://answers.microsoft.com/en-us/insider/forum/insider_wintp-insider_install/installed-10080-device-now-in-a-reboot-loop/4f0ca231-8868-4c4e-8ac5-27524ab86dae

so am going to try the resolution steps anyway and see if there's any effect.

1) Power the device off

2) Press the power key once, device will vibrate

3) Immediately press and hold the Volume Down key

4) Exclamation point will appear, release Volume Down key

5) Press these buttons one at a time in this order:

- Volume Up, Volume Down, Power, Volume Down

6) Device should vibrate, reboot, show the Nokia flash screen, and then go to the spinning gears install screen.

Will update if I see success (or further wreck it)...

I experienced the perpetual loading on the 920.  Performed a hard reset.  Everything is still updating (version 8.10.15143.154), but apparently working well.

Good luck!

OK - so the above method seems to have worked with one caveat. It hard reset and wiped the phone. It recovers, after the spinning gears for a while, to the Win10 build and seems to be working.

It didn't recover my backup during setup on first attempt, so am resetting again now to see if having wifi connected when restoring helps..

I also had this issue on my 930,

I resolved it by doing a factory reset, swiping down to get to the action center > settings > system > about > reset your phone

This took a while and also there seems to be a problem with the boot screen so the phone went black for a few minutes, but after that it booted normally and with a working start screen
