How to remove monitor's black borders after installing win 10

After win10's installation my external monitor has black borders.

This was happening also with win7 after installation. with catalyst control center [which I cannot open anymore in win 10 :-(...as I have an ATI Mobility Radeon HD4670 which is not supported] I could easily fix the issue: 

- open Catalyst Control Center
- go to My Digital Flat-Panels
- choose Scaling Options
- slide the slider all the way to the right (so that it is a 0%)

So, this is a monitor scaling options (or border padding I think in windows) issue that I need to fix. I searched everywhere but I cannot find any fix in win10.

Monitor: Dell S2440L 24" full HD 1080p. Resolution is set to 1920x1080 which is the native resolution of my monitor. It's set as Generic pnp monitor. The ATI Catalyst Pro Control Center does not open. and the new driver does not work with my ATI mobility radeon HD 4670.

I think the monitor used to have a scaling option (if auto adjust in the OSD menu was such an option, which I actually never used as I used to scale with CCC) but now when I click on menu the auto adjust function is greyed and cannot be used. I cannot say for sure if it was always greyed as in fact I never used it before.

Thanks in advance for any help. This is getting really annoying. I just don't see how there cannot be a fix for something so trivial as scaling / adjusting monitor's borders.

there's no Display in Settings. Display is in System. Anyway, what else? I'm in advanced display settings. I see

There's no resolution to adjust. As I said 1920x1080 is my native resolution. Resolution was never the problem. It's a matter of adjusting the screen's borders of the monitor, which was an easy fix with the scaling options in Catalyst Pro Control Center.

Are you sure that the HD 4670 is no longer supported? AMD lists the 4600 series for Windows 8 which should work. I have an HD 4200 that I am using. The only version of Catalyst Control that we have made work is the legacy 2012 version. Search for my posts and some place in all that it explained what we had to do to get it to work. If I search down the link myself I am not sure I can get back to here.

The short version is as follows:

  • Download and unpack the driver/Catalyst package from AMD
  • Disconnect from the net.
  • Delete the Microsoft driver including all the files.
  • Install the AMD driver with CCC.
  • Start CCC. If it recognizes that you have a digital flat panel you are good to go. If all you get is just the power settings this has not helped.
  • reconnect to the net.
  • Windows will reinstall the latest driver (version 8.970.100.9001 in my case)
  • CCC may not show up when you right click on the screen but it should be listed with the apps.

Worked for me.

Do you mean that I should download the CCC for Windows 8 and that should work for Windows 10?

Can you please explain "delete the MIcrosoft driver including all files"? Do you mean "uninstall" in the ATI Mobility Radeon HD 4670 properties driver panel?

Actually CCC shows up now when I right click it. I just get a message that the functionality is not available.

Don Cuthbert has a slightly different view of the problem I was having.

I am saying that you want to start with no video driver and then install the AMD drivers with the matching CCC. After you do the uninstall you will be back to VGA. Once that is working you reconnect to the net and let Windows update the driver files and with any luck CCC will still be working.

I think I saw something like what you saw. It seems that CCC was not connecting to the Microsoft driver in the right way but once I got it working with the AMD driver when Windows updated the driver the connection remained but I am just guessing at the internals.

When you click uninstall drivers there will be a box that asks if you want to remove all files from the computer. Click that because in my case those files seemed to prevent the AMD installation from working because it seemed to think that what was already there was better or something. There were no error messages or anything. I my case CCC would run but it didn't recognize that I had a digital flat panel so the stuff to change the overscan was not displayed.

Yes, the stuff for 8 should work. My onboard display adapter drivers are considered "legacy" and the driver package I am using is the same one I have in XP except that after I get it working Windows updates the driver but CCC still works.

Any update on this?  I am not a techie -- I just want to get my full screen back.  Have followed various advice found and none of it helps so far.  Have played with every possible display and advanced display setting and I can't get the unwanted black border to go away.  Wish I had just stayed with my older version of Windows and not upgraded.
