Windows 10 TP: Call to SetServiceStatus with SERVICE_ACCEPT_USERMODEREBOOT fails - a bug?

While testing our windows services applications on Windows 10 TP, we noticed that setting the recently introduced SERVICE_ACCEPT_USERMODEREBOOT option in the SERVICE_STATUS.dwControlsAccepted parameter causes SetServiceStatus to fail with the ERROR_INVALID_DATA error. Is the SERVICE_ACCEPT_USERMODEREBOOT flag being de-scoped in Windows 10, or is it a bug?
