Q: Windows 10 build 10061 - no start menu / unable to open settings

After upgrading to Build 10061, I do not get start button, cannot get to settings (unresponsive when click on icon) no windows update.

Issue seem with parental control - All accounts including admin accounts are restricted by parental control.

Window event errors:

Activation of app Microsoft.Windows.CloudExperienceHost_cw5n1h2txyewy!App failed with error: The operation was blocked by parental controls. See the Microsoft-Windows-TWinUI/Operational log for additional information.

Unable to start a DCOM Server: Windows.Security.Authentication.Web.Core.BackgroundGetTokenTask.ClassId.WebAccountProvider as Unavailable/Unavailable. The error:

"346"

Happened while starting this command:

"C:\WINDOWS\System32\BackgroundTaskHost.exe" -ServerName:BackgroundTaskHost.WebAccountProvider
