I am using build 10162
I searched quite a bit using Firefox and Chrome, but can not find where to access the Edge browser settings without opening Edge. The popup has taken over and I can't access the settings from inside Edge.
I know that with I.E. I can access Internet Options and change my start page from control panel, but Edge settings do not appear anywhere that I can find.

I found it! I searched the start menu search bar for "Edge settings" and "edge setting in ie 11" came up. I clicked on that and Edge opened in a new window where I was able to clear browsing history, set a new start page and when all the browsing history was cleared my Edge browser opened up normally. The site I was trying to get when I got the browser popup was accuweather.com.

had to go through task manager, right click on edge app, click search online just to get to browser settings. cleared data. go back to task manager, end task each edge app then reopen edge browser from startup. a new tab appears that says it couldnt open page where virus originally came from. yay. hunky dory rory

I had this same problem for about 2 weeks and just now figured out what to do.
It might be from an update recently, but today I clicked on Edge without being connected to the internet. It displayed the webpage I had before the virus page popped up, but this time not the virus page. Also had another page open up that says connect to the internet. I went to settings, and made sure I set everything to not open recent web pages and all.
Has worked all day now.
Short answer: Do not connect to you internet (leave cable unplugged or no wifi) and open Edge.
Worked for me, I read a lot of these posts so hopefully this helps someone else having my problem!
