The error while accessing the application might be occurring, if the application is corrupted or outdated.
 
We recommend you to uninstall the application from your PC and Re-install the updated version of the application to fix the issue.
 

Follow the below steps to uninstall the applications :

1. Right click on the Windows key and click on control panel.

2. Click/tap on  Program and Features.

3. Right click on the application and select uninstall.

As per the reply, you are facing issues with motion detection with Logitech webcam software.
 
The issue might be occurring due to any conflict with the webcam drivers.

Lets follow the below methods and see if this helps.

Method 1 : Hardware and device troubleshooter.
1. Press Windows key to launch the Start screen.
2. Type “Troubleshooting” without quotes and click on Troubleshooting.
3. In the new window, click View all on the left pane.
4. In the list of options, click on Hardware and devices.
5. Click Next and follow the on-screen instructions.
 
Method 2 : Update the webcam drivers.
1. Press Win key + R key together.
2. Select/click on device manager.
3. Find and click on the webcam device driver.
4. Right click on the driver and select Update driver software.

Hello,

I am not the original poster obviously, but I have the exact same issue with the most recent Insider Preview build of Windows 10.  Actually I've had the issue with the last several builds.  Each time I've had to uninstall the Insider Preview build and that's fixed the issue, so it's definitely related to the Windows build, not the Logitech drivers or software.
