map app not showing offline location

Map app is not showing my location, except when i connect to wifi,
This problem starts occuring after updating to windows insider preview build 14393.67 and simultaneously updating to map app on same day, so exactly do not know which update responsible for this.

location service is on, location is on and location histiry is not cleared since 1 month also map app is allowed to use my location.
Presently i have latest insider preview build 14393.103, and windows map app, but the problem is same.
This was not the problem with old build 10586.

Have you downloaded the offline maps for that region?

Yes i had download offline maps since i was using previous build 10586.

map image which i attached is showing that i am not connected to internet and maps is still showing, means i have offline map.

also after updating my favourites are also not showing, they are missing from map app.

Looks like a bug. Use the feedback hub app on your phone and report the issue.

Also why cortana is showing that "location History must be on for cortana to work"

Location is on,

in cortana settings menu-

my device history is on, my search history is on, and history view is on

Still in location menu in settings it is showing same line

Leave the settings as it is and Cortana should work fine. Do you have any problems with it?
