Windows 10 Preview not updating

This has been going on for a while just got the band width to report it.

Since February when i got an update to 9941 my device hasn't update since. Tried checking for update manually, it detects and downloads update but can't install it.

Error:

The update was downloaded, bu couldn't be opened. (80188313)

Also notice i can no longer open the Windows Insider app.  I have uninstalled it and reinstalled it, same issue. It would load.

Any assistance will be greatly appreciated
